Viewing CLIN/SLINs

Overview

You can use the CLIN/SLINs feature to add Contract Line Items (CLINs) and Sub Line Items (SLINs) on the CLIN/SLINs tab, along with their Modifications on the Period of Performance, CLIN/SLINs, and Contract Mods tabs of Contract records. 

The Funding/Obligations tab includes the Cost, Fee, Price, and Total fields for Funding and Obligations. The Total fields for Funding and Obligations are automatically calculated as the sum of the Cost, Fee, and Price fields. You can now put all the Funding and Obligations on a CLIN or a SLIN through a CLIN Mod on the Funding/Obligations tab.

When creating Contracts, either through Intelligent Contract Ingestion (ICI) or manual creation, the Funding and Obligation fields roll up through the Contract hierarchy. Funding and Obligations information on SLIN records roll up to the related CLIN and all the financial information on CLIN records roll up to the related Contract.

This document is a step-by-step guide on how you use the CLIN/SLINs feature in Microsoft Dynamics.

Audience

  • Contracts Suite Users

Prerequisites

  • Ensure that TechnoMile Contracts Suite is already installed and configured. The version of this package must be 2024.2 or higher.

CLIN/SLINs on Contracts

  1. Login to your Microsoft Dynamics instance.

  2. Go to Contracts and click to open a Contract record.

    NOTE

    Once a Contract is created, a Base Contract Modification (Mod) with a Contract Mod Id ending in the suffix Mod 0 is automatically generated. If the Contract Effective Date field of a Contract is changed, then the Effective Date field of the Base Contract Mod is also automatically updated to the same date.

  3. Go to the Period of Performance tab and click New POP.

  4. Specify details such as Name, Start Date, and End Date, and click Save and Close.
    The Period of Performance is added. 

  5. Go back to the contract record, navigate to the CLIN/SLINs tab, and click New CLIN/SLIN.

  6. Specify CLIN.

    IMPORTANT

    Once the CLIN field is specified, Parent CLIN and SLIN fields are automatically hidden.

  7. In the POP field, specify the value as the POP record created in Step 4. Note that the Start Date and End Date fields are automatically populated as per the Period of Performance record.

  8. Select CLIN Currency, specify the highlighted fields, and click Save and Close.
    The CLIN record is created. 

    NOTE

    If the Contract Effective Date of a Contract is changed, then the Effective Date of the Base Contract Mod is also automatically changed to the same date. The Effective Date field on the Contract Mod governs the value of the CLIN to USD Exchange Rate field that is used for currency conversion.     IMPORTANT

    To create a SLIN record, specify SLIN and Parent CLIN in Step 6. Once the SLIN field is specified, CLIN and IDIQ CLIN fields are automatically hidden. Note that the POP, Start Date, End Date, and CLIN Currency fields are automatically populated as per the Parent CLIN record. You can then specify the highlighted fields and click Save and Close.

  9. Click to open the newly created CLIN record.

    NOTE

    All the financial values are locked (as depicted by the lock icon against the financial fields) and can not be edited. If you want to add additional Funding to the CLIN, use the CLIN Mod feature as shown from Step 11 onwards.

  10. Go to the Funding/Obligations tab.
    Here, you can view the automatically generated CLIN Mod record.

  11. Click to open the CLIN Mod record.

The Obligated Total Change field is automatically populated as the sum of the Obligated Cost Change, Obligated Fee Change, and Obligated Price Change fields. Similarly, the Funded Total Change field is automatically populated as the sum of the Funded Cost Change, Funded Fee Change, and Funded Price Change fields.

  12. Go back to the Funding/Obligations tab of the CLIN record and click New CLIN Mod. CLIN_SLIN_4th.png

  13. Specify values in the highlighted fields and click Save and Close.
    The CLIN Mod is created.

  14. Go to the General tab of the CLIN record.
    Here, you can view all the values from the previous step added to their corresponding fields. CLIN_SLIN_2nd.png

    IMPORTANT

    These fields are also rolled up to the General tabs of the POP, Base Contract Mod, and Contract records.

  15. Go back to the Base Contract by clicking the Contract (ACME CV in this case). 

    IMPORTANT

    Once a Contract is won, it moves through different stages and reaches the internal review stage, where it becomes locked. In this case, the Contract is locked once it reaches the Administer stage.

    NOTE

    You can click Unlock Contract to unlock the Contract.

  16. Go to the Contract Mods tab and click New Contract Mod. 

  17. Specify mandatory details such as Mod Number and Effective Date, along with other details, and click Save and Close. The Contract Mod is created, and the Contract is unlocked. 
    Alternatively, to unlock the Contract, you can also import an SF-30 form by following the steps shown below.

  18. On the Contract Mods tab, click Import Contract Mod.

  19. Choose an SF-30 form to be uploaded and then click Submit.
    Once the parsing process is complete, the Contract is unlocked.

    NOTE

    Only a few details from the SF-30 form are extracted.

Viewing CLIN/SLINs

Period of Performance Related CLIN/SLINs

  1. Open a contract record and go to the Period of Performance tab.

  2. On the POP record page, click the CLIN/SLINs tab. 

  3. A list of POP related CLIN/SLINs appears. 

Contract Related CLIN/SLINs

  1. Open a contract record and go to the CLIN/SLINs tab.
    A list of CLIN/SLINs related to that contract appears. 

All CLIN/SLINs

  1. Go to CLINs and select the desired view from the list. A list of all the CLINs appears. Open the record that you want to work on. 

    NOTE

    You can also view all associated SLINs by going to the Related SLINs tab.

Delete Scenarios

Since CLIN/SLIN records roll up the financial information to a Contract record, all these records are related. To delete a Contract, you must ensure that all its related CLIN and SLIN records are also deleted.

If you attempt to delete a Contract, you are prompted to delete all its associated ACRN, CLIN, and POP records before the Contract can be deleted.mceclip12.png
