Overview
The Truth in Negotiations Act (TINA) mandates that contractors provide certified cost or pricing data to the government when the contract value surpasses a specified threshold. However, there are certain situations where contractors may be exempt from this requirement, referred to as TINA exemptions.
You can use TechnoMile's TINA Certification feature to effectively streamline TINA management processes. This document is a step-by-step guide on how you can use the TINA Certification feature in your organization.
Audience
Pre-award Users
Prerequisites
Ensure that TechnoMile's Analytics package is already installed and configured. The version of this package must be 2024.3 or higher.
TINA Certification Process
IMPORTANT
Once the negotiations are completed, you can move to the TINA Certification phase.
If a Proposal is approved, a TINA Certification record is automatically generated.
Go to Solicitations using App Launcher.

Open a Solicitation record.

On the Solicitation record page, in the Related List Quick Links section, hover your cursor over Proposals and open a Proposal record.

On the Proposal record page, in the Related List Quick Links section, hover your cursor over TINA Certifications and open a TINA Certification record.

Click on edit icon.

Specify all the mandatory details and click Save.
The TINA Certification record is updated.

TINA Status
Status of the TINA Certification approval and submission to customer.
Admin Office
Administrative office on the customer end to which the TINA Certification Letter must be submitted.
Proposal
Proposal for which the TINA Certification is being conducted, when applicable.
Admin Office Code
Location of the administrative office on the customer end.
Opportunity
Opportunity associated with the proposal effort for which this TINA Certification is being generated.
Contracting Officer
Contracting officer who needs to receive the TINA Certification Letter and documentation.
Solicitation Number
Solicitation number retrieved from the proposal record.
Submitted to Customer
Status of TINA Certification Letter and documentation submission to the customer.
Previous Pricing Sweep
If there were prior TINA Certifications conducted for this particular record in any stage, as a proposal or contract, find and add the most recent one.
Negotiation Conclusion
Insert the day, month, and year when price negotiations were concluded and price agreement was reached or, if applicable, an earlier date agreed upon between the parties that is as close as practicable to the date of agreement on price.
Is this an LOE Proposal
Identifies if this contract has any kind of level of effort requirement contract type.
Date Submitted
Date on which the TINA is being submitted to the customer's administrative office.
Document Status
Status of the TINA analysis and documentation required for submission.
Date Of Execution
Insert the day, month, and year of signing, as close as possible to the date when the price negotiations were concluded, and the contract price was agreed.
Purpose
Determine if this TINA is for a proposal, contract, mod, or subcontract.
Signed
Details on who is expected to sign the document and when signing is expected to occur.
Contract
Contract for which this TINA Certification is being conducted, when applicable.
Contract Modification
Contract modification for which the TINA Certification is being conducted, when applicable.
Subcontract
Subcontract for which the TINA Certification is being conducted, when applicable.
Subcontract Modification
Subcontract modification for which the TINA Certification is being conducted, when applicable.
Sweep Explanation
A detailed summary of the conclusion of the sweep analysis and certification documentation.
IMPORTANT
Fields marked by the red asterisk (*) sign are mandatory.
The Date of Execution field is required for the TINA Certification letter generation.
Click the drop-down arrow in the upper-right corner and select Submit for Approval.

Specify your Comments and click Submit.

Specify an Approver and click Submit.
The TINA Certification record is submitted for approval and the status of the TINA Certification record changes to Sweep Completed.
The Approver can then click the Notification under the bell icon to go to the TINA Certification record.
On the TINA Certification record page, the Approver can view the Approval Details and Submitter Comments sections. They can then either approve or reject the TINA Certification record by clicking its corresponding button, specifying Comments, and clicking Approve/Reject. 


NOTE
If a TINA Certification record is rejected, then the user can set its status to Not Started and repeat the process addressing the concerns raised by the Approver.
Go back to the TINA Certification record page, click the drop-down arrow in the upper-right corner, and select Generate TINA Letter.
The TINA Letter is generated.
You can hover your cursor over Files and open the TINA Letter.

Go back to the TINA Certification record page and click Edit.

Choose Submitted to Customer as Yes, specify Date Submitted, and click Save.

Click Submitted to Customer and then click Mark as Current TINA Status.
The TINA Status field changes to Submitted to Customer. 
Go to the Proposal record by clicking the link in the Proposal field.
You can view the updated TINA Submitted Date field in the TINA Certification and Pricing section.NOTE
The TINA Exemption field is editable only if the user has the Contracts Pre-Award Full Access Permission Set enabled by an administrator.

How are TINA Certifications Automatically Closed
Once the TINA certification is submitted to the client, it will automatically be updated to a closed status based on the related proposal's closed reason. If the proposal's closed reason is Awarded, the TINA will be marked as Closed - Awarded. If not, it will be marked as Closed - Not Awarded.
