Overview
A Delegation of Authority (DOA) matrix defines who in an organization is authorized to make decisions, approve actions, or handle tasks in various business areas, such as supply chain, operations, and finance.
Traditionally, government contractors managed these matrices using Excel documents, which outlined who had the authority to approve various processes based on different criteria. By integrating the DOA matrix into Microsoft Dynamics, we automatically route requests to the appropriate reviewers and approvers based on their authority levels and predefined rules.
Executing DOA
The Execute DOA feature automates the assignment of team members to an entity record (such as a Contract record) based on predefined DOA rules. When a new record is created or an existing one is updated and meets the specified DOA conditions, executing DOA will automatically identify and assign the appropriate team members, eliminating the need for manual input.
The following entities are available out of the box (OOTB) for which DOA rules can be executed:
Adverse Action
Agreement
Contract
Contract Mod
CPAR
Negotiation
OCI
Proposal
Solicitation
TINA Certification
NOTE
DOA rules can be executed only for entities that are enabled for DOA. If an entity is not enabled for DOA, it can still be used in the system, but it will not be governed by DOA rules.
To execute a DOA rule:
Open an entity record (such as a Contract record).
Click Execute DOA.

Click OK on the confirmation dialog.

Go to the Team Members tab.
If the Contract record meets the DOA condition, the relevant team member details are automatically populated.
