TechnoMile's GovWin IQ Connector requires a Permission Set to be created locally after package installation, this is due to a known Salesforce limitation preventing permission sets involving Objects that have a Master-Detail relationship with a standard Salesforce Object. In this case all Objects involved in the GovWin Connector have a Master-Detail Relationship with the Opportunity object.
Create Permission Set
Go to Setup > Permission Sets.
Create a new Permission Set called GovWin IQ Connector.
Click Save.
