Overview
A Small Business Plan (SBP) is a critical component of government contracting designed to promote the inclusion and participation of small businesses in federal projects. This plan outlines the goals, strategies, and reporting mechanisms for subcontracting work to small businesses, ensuring Compliance with regulatory requirements and fostering economic growth within the small business sector. SBPs are accessible from both Contract and Subcontract objects.
This document is a step-by-step guide on how you can use the Small Business Plan feature in your organization.
Prerequisites
Ensure that TechnoMile's Contracts Suite is installed and configured. The version of this package must be 2025.1 or higher.
IMPORTANT
To upgrade your organization to include the latest Small Business Plan feature, request your System Administrator to configure the 2025.1 release using the Configure 2025.1 button on the Contract Suite Configure page. For more information, see Contracts Suite on Salesforce - Small Business Plans Configuration Guide.
Creating Goals at the Contract Level
This section guides you in creating Contract-level goals from a Contract Record. To create Period-level goals instead, refer Creating Goals at the Period Level.
Login to your Salesforce Org and navigate to an Our Contract record.
Go to Small Business Plans in the Related List Quick Links section.
Specify details and click one of the Save buttons.
The image below shows an example of a CommitmentBasis goal with the GoalType set to Dollar. The PlanAdministrator field is automatically populated with the logged in user name, but you can change it if needed.NOTE
The value set in the Plan Administrator field will be cascaded to all Small Business Plan records associated with the contract.

Once the record is saved, the Percentage of Total Subcontract Awards fields are auto-populated based on the Whole Dollars field values.NOTE
Similarly, if you set the GoalType to Percent and enter values under Percentage of Total Subcontract Awards, the WholeDollars will be automatically populated when the record is saved.

NOTE
The Whole Dollars field value of any Socioeconomic Class cannot exceed the Total Subcontract Dollars.
The Whole Dollars field value of any Socioeconomic Class cannot exceed that of the Small Business (SB) Socioeconomic Class.
If the Goal Type field is set to %, the Percentage of Total Subcontract Awards field values cannot exceed 100%.
If the Goal Type field is set to %, the Percentage of Total Subcontract Awards field value of any Socioeconomic Class cannot exceed that of the Small Business (SB) Socioeconomic Class.
The Whole Dollar and Total Subcontract Dollar fields automatically round up, as decimal values are not allowed. If decimal values are entered, they are adjusted by the system.
All the percent values can include up to two decimal places. If more than two decimal places are entered, the value is automatically rounded to maintain only two digits after the decimal.
Generating Period-level Goals From Contract-level Goals
This section explains how to automatically generate Period-level goals from Contract-level goals.
NOTE
Period-level goals will be created only if POP records already exist for the contract.
Click Auto-generate Period-level Goals.

Click OK.
The Period-level goals are generated and you can no longer directly edit full Contract goals.
NOTE
The allocation for contract-level goals using whole dollars will be evenly distributed across the period-level goals created. For example, if the whole dollar amount at the contract level is $5,000 and there are two POP records, the $5,000 will be evenly split between the two POP records
Creating Goals at the Period Level
This section explains how to create goals at the Period level.
Go to POP on an Our Contract record and click SBP next to the Period Name.
Specify the period-level goals and click one of the Save buttons.

The Period-level goals are created.
Cloning Goals From an Existing Period
This section provides step-by-step instructions for cloning goals from an existing Period record into a newly created Period.
Specify details and click Save.
The Period record is created.
Click Clone Goals from Another Period.

NOTE
The Clone Goals from Another Period button is enabled only if goals are not available for the Period.
Select the Period from which you want to clone goals into the newly created Period.
You can make any necessary updates to the fields and click Quick Save.
The goals are cloned into the newly created Period from the Period selected in Step 5.
Period-level Goals Rolling up to Contract-level Goals
When Exercised CLIN records are created, the corresponding Period records get marked as Exercised, and the period-level goals roll up to the contract-level goals. For more information on CLIN/SLINs, see the Contracts Suite on Salesforce - CLIN/SLINs on Contracts and Subcontracts .

Payment Basis Rollup and Commitment Basis Rollup
This section outlines the two accounting methods, Payment Basis and Commitment Basis, and provides guidance on how to switch between them.
Navigate to any Our Contract record that includes Period of Performance (POP), Small Business Plan, and Subcontract records. The Subcontract records must contain data in both their Financials section and the Socioeconomic Class section (under Additional Information).
NOTE
You can create a Subcontract Actual record to update the Financials section of a Subcontract.
Go to Small Business Plans and click SBP Actuals Report.
The Contract Level Small Business Report opens.
NOTE
The calculation of Actual Cumulative (Whole Dollars) for each Socioeconomic Class is performed by subtracting the sum of the Value Removed from SBP field values across all Subcontracts from the sum of the Total Payments To Date field values across all Subcontracts for that Socioeconomic Class.
The accounting method used here is Payment Basis. To change the accounting method to Commitment Basis, click Change Accounting Method.
NOTE
You can also update the Plan Administrator field at this stage.

For details on how the SBP report fields are auto-populated, download and refer to the SBP Report Fields (.xls) file.
Click OK.
The accounting method is changed to Commitment Basis. The calculation of Actual Cumulative (Whole Dollars) for each Socioeconomic Class is performed by subtracting the sum of the Value Removed from SBP field values across all Subcontracts from the sum of the Exercised Subcontract Value field values across all Subcontracts for that Socioeconomic Class.
NOTE
Admin users can click the Refresh SB Report button and confirm by clicking OK to recalculate the associated Small Business Plan and other relevant data. As this is a background process, it might take time to complete. Once the recalculations are completed, admin users receive a success email notifying them that the updated report is ready for access.
IMPORTANT
If a user lacks Subcontract View All permission, the SB Report does not display changes made by other users, resulting in an inaccurate report. To ensure accuracy, it is recommended that an admin user refresh the SB Report.
Generating eSRS Report
Go to Small Business Plans in the Related List Quick Links section.
Click Generate eSRS Report.
NOTE
Clicking the Generate eSRS Report button creates a snapshot of the small business report in the CRM.
The edit report page appears with fields auto populated.

Contract Number
This field is auto populated based on the parent contract:
If Our Role on the parent contract is Prime, the Contract Number is used
If Our Role is Subcontractor, the Prime Contract Number is used
Prime/Sub
This field is auto populated based on the Our Role value from the parent contract:
If the role is Prime, the field will be set to Prime
If the role is Subcontractor, the field will be set to Sub
UEI
This field is auto populated from the parent contract's UEI.
Subcontract Number (If Sub)
If Prime/Sub field is set to Sub, this field is populated with the parent contract’s Contract Number. Otherwise, it will remain blank.
Higher Tier UEI (If Sub)
If Prime/Sub is set to Sub, this field is populated with the UEI of the Prime Contractor from the parent contract.
Higher Tier Email (If Sub)
This field is populated by copying the value from the most recent previous record, if one exists.
Subcontract Amount (If Sub)
If Prime/Sub is set to Sub, this field is populated with the parent contract’s Exercised Contract Value. Otherwise, it remains blank.
Vendor Name
This field is populated by copying the value from the most recent previous record, if available.
Physical Street Address
This field is populated by copying the value from the most recent previous record, if available.
Physical City
This field is populated by copying the value from the most recent previous record, if available.
Physical State
This field is populated by copying the value from the most recent previous record, if available.
Physical Zip
This field is populated by copying the value from the most recent previous record, if available.
Physical Country
This field is populated by copying the value from the most recent previous record, if available.
Mailing Street Address
This field is populated by copying the value from the most recent previous record, if available.

Report Period Month
Any report generated between May 1 and October 30 will automatically default to SEPT.
Any report generated between November 1 and April 30 will default to MAR.
Report Period Year
This field is auto populated based on the report generation date:
For Reports generated between January 1 and October 30, the current year is used.
For reports generated between November 1 and December 31, the next year (i.e. current year + 1) is used.
Report Type
The default value is Regular.
Contractor Awarding Contract
(If Sub)
If Prime/Sub is set to Sub, the field is populated with the Prime Contractor’s Name from the parent contract. Otherwise, it remains blank.
Dollars And Percents
Default value is Do Not Include Indirect Costs.
Goal SBC Dollars
This field is auto-populated based on data from the Report page.

Email Notifications
Automated email notifications keep relevant SBP owners informed about their reporting deadlines.
Reporting Period Notifications
These email notifications are sent to SBP owners 60, 45, 30, and 14 days before each standard reporting deadline (October 30 for the September reporting period and April 30 for the March reporting period). Notifications are triggered only for active contracts, meaning the contract’s start date is in the past and the end date is in the future.

Contract End Date Notifications
These email notifications are sent to SBP owners 30 days before the contract end date, on the actual end date, and 15 days after the end date. These notifications apply to any contract that has reached its end date. The purpose is to remind the owner that a final report is due 30 days after the contract concludes.

To view the SBP reporting dashboard:
Navigate to All Folders > Contracts Suite Dashboards > Small Business Plan Reporting.

Understanding the Different Dashboard Components
Ending Contracts requiring Final Reports
This dashboard component displays all contracts with Small Business Plans that fall within a 60-day window centered around the contract end date. This includes contracts that are ending within the next 30 days or have ended within the past 30 days. This timeframe ensures users are alerted both before and after a contract's completion. The reason for this 60-day visibility is that a final report must be submitted to the government within 30 days after a contract ends. By showing these contracts in advance and continuing to display them after completion, the dashboard helps ensure timely submission of required final reports.
Outstanding SBP Reports – March and September Dashboards
These donut charts show the status of Small Business Plan reports for two reporting periods, March and September. Each chart has two segments:
Has MAR Report/Has SEPT Report: Light blue represents contracts that already have a report submitted for that period.
Missing MAR Report/Missing SEPT Report: Dark blue represents contracts that are still missing a report.
Use the March dashboard to track SBP reports due in the March reporting cycle, and the September dashboard for those due in September. Hover over each donut chart to see the exact count of submitted and missing reports. For example, the March chart tracks 17 contracts, with one still needing a report.
SBP Reports – Generated Reports by Reporting Period
These dashboard tables display the SBP reports that have already been generated for different reporting periods.
SBP Reports September Last Year: This would show all SBP reports submitted for the previous September reporting period. In this case, the chart is blank, meaning no reports were generated for that period.
SBP Reports March This Year: This table lists all SBP reports generated for the current March reporting cycle. Each row represents a contract and includes details like contract number, small business report name, and reporting period.
SBP Reports September This Year: This table displays reports submitted for the current September reporting period.
IDIQ Small Business Plan Rollup
This dashboard provides a summary of IDIQ contracts that include Task Orders with small business plans. It shows a rollup of financial data across different socioeconomic classes.
The table includes the following columns:
Sum of Subcontract ($) Goal: The planned subcontracting dollars allocated to each socioeconomic group.
Sum of Total Subcontract $ (Commitment): The amount committed so far toward those goals.
Sum of Total Subcontract $ (Payment): The actual dollars paid.
Small Business Plan Verification
The Small Business Plan feature now includes automated email notifications to help ensure timely reporting to the government’s eSRS. It ensures that each subcontractor’s verification status, expiration date, and socio-economic classification are properly tracked and synced between Accounts and Subcontracts.
Monthly Email Notifications
The system runs a scheduled process every month to identify Subcontracts that meet specific eligibility criteria for Small Business Plan verification.
The system identifies all Subcontracts that meet the following conditions:
Include in SBP field is set to Yes
Socioeconomic Class is classified as a Small Business
BPF Stage of the Subcontract is Administer
These Subcontracts are included in the Small Business Plan and require verification.
For each qualifying subcontract, the system automatically sends a monthly email notification to:
SBP Verification Fields on an Account
The Subcontract record is linked to an Account through a junction entity called Subcontractor. Click the link in the Subcontractor Name field to open the related Account.
The Account fields SB Verification Status and SB Status Expiration help track Small Business verification and validity. These fields are linked to the Socioeconomic Class field, which determines whether the business is classified as Small, Large, or a specific category.
The SB Verification Status field automatically updates based on the value selected in the Socioeconomic Class field:
Small Business: Any value except Large Business (LB) and Alaska Native Corporations (ANCs) and Indian Tribes that are not Small Businesses is considered Small Business. In this case, the SB Verification Status is automatically set to Requires Verification.
Large Business: When the Socioeconomic Class is Large Business, the SB Verification Status is set to Not Applicable.
The SB Status Expiration Date field defines the validity period of the current SB verification status. Once this date passes, the system automatically updates the SB Verification Status to Requires Verification.
Auto-Update of Fields Between Subcontract and Account
When you select a Socioeconomic Class on a Subcontract record, the system automatically updates the linked Account’s Socioeconomic Class based on the following rules:
If the Account has no existing Socioeconomic Class defined, the Subcontract’s Socioeconomic Class is copied to the Account.
If the Account already has a Socioeconomic Class defined and the Subcontract record includes additional or different classifications, the Account is updated to include all unique Socioeconomic Classes from both the Account and Subcontract.
The following images show an example of how the SDB and WOSB classifications from a Subcontract’s Socioeconomic Class are populated into the linked Account’s Socioeconomic Class, alongside the Account’s existing classifications.
If one record is classified as Small Business and the other as Large Business, the system prevents the save action and displays an error message.
If a Socioeconomic Class is not defined on the Subcontract, and the Account already has a Socioeconomic Class defined, the Account’s Socioeconomic Class remains unchanged.
